can the psp play games downloaded off of ...

You can play the games, butyou just can't directly buy them. You can only get free content such as demos.
You can get demos and buy stuff as well. But to buy games, you need a pre-paid card with a 12 digit serial number which you'll use during shopping. I'm positive you can get one of those cards from play-asia.com.

If you find a pre-paid card for EU, yes you can.
